71 New Homes Coming to Chambersburg: What It Means for Buyers

By Misty Ernde October 16, 2026

Habitat for Humanity of Franklin County is preparing a 71-home neighborhood just outside Chambersburg. Called EdenView, it is planned for single-story homes and duplexes on 26 acres along Keefer Road, and it is one of the clearest signs in a while that new supply is taking shape in a county that has long needed more homes. Here is what is planned, where things stand, and what it means if you are looking to buy.

What is planned

EdenView is a master development by Habitat for Humanity of Franklin County in Hamilton Township, with a Chambersburg mailing address. The property is 26 acres along Keefer Road, just outside the borough, and it is laid out for 71 building lots, all of them planned for single-story homes and duplexes. Homes will be built by Habitat and by other development partners, and some of the duplexes are planned as affordable units.

The project is funded in part through Franklin County’s Impact! Grant, Local Share Account funding, and proceeds from Habitat ReStore sales. For a county where new construction has been hard to come by, it is a meaningful addition of entry-level supply.

Where things stand now

This has been a long time coming. Habitat signed its option on the land in 2023, spent about two years on due diligence, and closed on the property in late 2025. As of the most recent updates, the grading and infrastructure phase was reported to begin as early as December 2026, with home construction to follow in phases after that. In other words, no keys yet, but the road map is real and the timeline is finally moving.

Why it matters for Franklin County buyers

Franklin County officials have described a housing shortage at nearly every price point, from entry-level homes up through executive homes, a shortage they tie to growth along the I-81 corridor and the possibility of major data-center development nearby. The shortage shows up in the pace of sales: Zillow’s late-August data put the typical Franklin County home under contract in about 13 days, one of the faster paces in the region.

  • More entry-level supply

Single-story homes and duplexes in an affordable range give buyers options that simply have not existed in most Franklin County towns.

  • Fast markets need a plan

With homes going under contract quickly, being ready to act, with financing in order, matters more than ever in Chambersburg, Waynesboro, and Greencastle.

How to get ready

Whether you are hoping to buy one of these new homes or any other home in the area, the preparation is the same: know your budget, get pre-approved, and understand the process before you start touring.
